Guillotine Steelworker had said that the seal he'd made was only possible for Golems to create. Lee Shin-Woo didn't think Guillotine was lying, but he believed he could do it.

It's possible to replicate a Golem's mana pattern, so there's no way it'd be impossible to replicate the seal.

However, it wasn't something he'd be able to do in the foreseeable future. Thus, Lee Shin-Woo opted to thoroughly examine each Golem to the best of his ability, indulging in the knowledge contained in their cores. Then he broke apart the low-ranked Golems to familiarize himself with their very structures.

"What are you trying to achieve by that?" asked Jin.

"I'm going to control the Golems."

"You're going to control Arema Steelworker?"

"Nope. I don’t think that’ll be possible."

Lee Shin-Woo had yet to catch any glimpse of the highest authority over the Golems. He believed he would be able to figure it out someday by examining the Golems more thoroughly and absorbing more cores, but this wasn’t the time.

For starters, his goal was to obtain Guillotine Steelworker's administrator seal so that he could gather all of the abandoned Golems in the Empire and create his own army. If he told Arema Steelworker, the Golem would be rendered speechless and fall flat on his face.
