Many special quests weren't limited by things like rank. The requestee had indicated that anyone could take it on, and the written quest stuck to the board seemed valid even without the usual limits. You didn't need to fill out an application to apply.

The quest stated that for some reason Rock Birds have been increasing in number lately, so they hope to thin their numbers before someone gets injured.

Rock Birds had wings as hard as stone, meaning you couldn't land a lethal blow on them with ordinary weapons. They were bird type monsters with a total body length of 1.2m~3m, but with their wings spread it easily surpa.s.sed 3m.
